ACCEPTANCE AND USE OF MANDATORY INFORMATION SYSTEMS IN THE PUBLIC SECTOR

AN APPLICATION OF THE UTAUT MODEL TO AN ELECTRONIC TIME AND ATTENDANCE RECORDING SYSTEM IN A BRAZILIAN FEDERAL AGENCY

Resumo

The mandatory implementation of enterprise resource planning systems in the Brazilian federal public sector, often motivated by regulatory requirements, has received limited analysis from the perspective of psychosocial factors that precede technology acceptance by end users. This article empirically analyzes the psychosocial antecedents of the compulsory use of an electronic time attendance system implemented in a Brazilian federal autarchy of education, science and technology. Drawing on the Unified Theory of Acceptance and Use of Technology (UTAUT), the study proposes a model adapted to the mandatory use context, with the theoretically and empirically justified removal of the Social Influence and Facilitating Conditions constructs and the reincorporation of Attitude, Self-efficacy and Anxiety. The model was tested using Partial Least Squares Structural Equation Modeling (PLS-SEM), with data from a survey of 446 public servants. The results support seven of the ten proposed hypotheses, identifying Performance Expectancy and Attitude as direct predictors of Use Behavior, with Anxiety operating indirectly through Attitude and Effort Expectancy. The study concludes that, in compulsory contexts, technology use does not equate to acceptance, and that managers should prioritize communicating system utility and caring for users' emotional experience.
